THE SCOOP: Cynthia Chua, who runs Spa Esprit Group, is opening her first Japanese restaurant in June. Noka, the sister restaurant to Open Farm Community, will sit on the rooftop of the revamped Funan mall next to a 5000 square foot urban garden.
